Presentation Title:
Balancing a Triangle & Digging for Gold – Managing Projects to Address US Navy Aviator Production

Speaker Bio:
Steve “Bug” Hnatt brings over 37 years of dedicated service in the US Navy, participating in significant operations such as Desert Storm and Iraqi Freedom. His early career focused on maintaining avionics for combat aircraft, before earning an Engineering Technology degree from Texas A&M and transitioning to a Naval Flight Officer, deploying with E-2C Hawkeye aircraft.
An experienced instructor, Bug taught at prestigious institutions including the Naval Warfare Development Center and was a commanding officer in Pensacola, FL. He notably drafted a crucial UAV operator training syllabus and tackled major projects, such as integrating modern combat systems on a nuclear-powered aircraft carrier. His work contributed to overcoming a critical training shortfall in Naval Aviator training, affecting operational readiness.
Outside of squadron command, Bug managed substantial projects including the modern combat systems integration as the senior department head on a nuclear-powered aircraft carrier during a $4.8B Refueling and Complex Overhaul. This led to validation and completion of sea trials for combat deployment. His greatest project challenge (and subject of this presentation) was addressing the acute Naval Aviator undergraduate training shortfall in the USN/USMC beginning in 2017 using a creative process to develop competencies without compromising safety or standards. This directly impacted a $1B/yr operation that has influence on the US DoD’s operational readiness.
Bug holds an MS in National Strategy and a certificate in Agile & Adaptive Leadership. Retiring in 2021, he now focuses on family, music, and exploring fly fishing.

Synopsis:
Steve “Bug” Hnatt will leverage his rich history as a naval leader to explore similarities between professional development in this group and the vocational and on-the-job training he underwent in the military. He’ll tackle universal challenges, including managing the delicate balance of time, budget, and quality; the art of effectively communicating and leading innovation; establishing goals with tangible and quantifiable outcomes; and the importance of timely dissent; saying “No Sir” at the right time.
This session promises not only to be a learning experience, but also aims to spark engaging conversations among PMPs and potentially lay the groundwork for future collaborations or discussions with military/contract personnel.

Learning Objectives:
* Identify the REAL problem at the right level Strategic/Operations/Tactical) BEFORE thinking about a solution.
* Communicate, Collaborate, and Analyze with “Hot Runners” from both inside and outside of the organization.
* Meta-Leadership (both UP and Down the chain of command). Opportunity to tactfully challenge institutionalized thinking.
* Set realistic timelines, measurable metrics, milestones for “Buy-In” from stake holders, budgeteers, and people “in the trenches.”
* Oversight and maintenance.
