Russia’s unprovoked war against Ukraine has united the collective West against it in unprecedented ways, including waves of sanctions and significant military and humanitarian assistance. Yet China and the global South have neither condemned the war nor sanctioned Russia, and the Kremlin’s ties with several of these countries have strengthened since the outbreak of war. Why does much of the rest of the world view Russia’s aggression so differently than those in the West? And what are the implications of this divide for the global order going forward?
